Abstract
The article is devoted to the thematization of institutional borrowing mechanisms. Significant borrowings from the experience of successful democratic states and international organizations accompany the development of the system of state institutions in Ukraine. This process is characterized by the transfer of institutions formed within one system to the "soil" of another. As a regulator of status-role interactions, the institution is usually neutral regarding the goals of its application and the value orientations of the actors involved. Therefore, the introduction or transformation of an institution involves a wide range of possible motivations of its initiators. The institution thus becomes an instrument of public policy. As a separate element of public policy, it interacts with other aspects of public policy, tradition, and established practices in their functioning. From the perspective of the systemic whole, the institution "reinterprets" the goals and priorities of its functioning. This results in a significant transformation of the institutions themselves (their goals and structures) and their interactions with other institutions. The institution is adapting to the established complex ties of the mutually agreed system.
