Abstract
Modern international relations are going through a profound transformation, so closely related to them diplomacy is also undergoing profound changes. Its functions that previously were actually the prerogative of foreign ministries and embassies, now are implemented through multiple public and private channels. Thus, globalization, associated with the processes of restructuring of international relations, access to the world stage non-state actors of international relations diplomacy objectives set a goal of its active involvement in the process of creating a new world order. At the same time solution of international problems with force is increasingly ineffective and dangerous. In these circumstances, multilateral diplomacy is an effective mechanism for settling international conflicts and crisis situations.
