Abstract
The author via social-philosophical analysis examined in the article the features of the concept of «family policy» («State family policy») and its meaning. It was found that in Ukraine the term «family policy» using from the late 1980s. In modern studies family policy is a policy promoting fertility – «pronatalist policy », «policy to encourage fertility» and also «demographic policy». Socialphilosophical analysis of the history of the concept of «family policy» (or «State family policy») and its meaning, led to the understanding of the two opposite, dominant paradigms of modern family: crisis and transformation. The basis of transformational paradigm of the family (it is sometimes called «modernization of the family») is the recognition of the priority of individual interests over the interests of family and society. Such facts that objectively observed in modern society as the transition from patriarchal to egalitarian family, where all men and women have equal rights, change attitudes in society towards marriage, family, birth of children, general devaluation of traditional family values are evaluated as positive and related to the general transformation of family relations. In turn, the crisis paradigm of the family comes from the necessary restructuring of the state and all social institutions in the interest of full traditional large family, strengthening and development of family life, the priority of family interests. Thus, the attitude to development of the family, evaluating it, and have a direct impact on understanding defining the nature, meaning and practical content appropriate state family policy, or support for egalitarian relationships, adoption of all the changes in this area as positive, or – providing priority interests of the family as a whole, strengthening family life, increasing the role and importance of traditional family values. All the contradictions and questions that arise in the implementation of the state family policy is usually resolved at two levels: the practical and the conceptual. At the practical level, the formation of family policy in the EU largely associated with the increase in spending on the social sector as a whole, the expansion of services for families with children and increasing payments, guarantee employment to parents and others. At the conceptual level changes in the formation of family policy are attaching priority to the family, family values in the regulations of the European Union and support growth pronatalist measures at official level.
