Abstract

Globalization is a natural, even inevitable consequence of global progress. Globalization can not be understood simply as an economic or market phenomenon. It is a much deeper process or a combination of processes that significantly change the way of life in various spheres, including in the field of human rights. Globalism of politics and economics is supplemented by the globalization of attempts to secure the rights of the individual. The diversification of the concept of universality involves creating conditions and a base for correlations of approaches and interpretations. The article deals with the problem noted that as a result of the transition of society to postmodern, human rights were characterized by a gradual refusal to seek a single list of general rules for all humanity (the Declaration of Human Rights) and the search for an idea of ​​common value that would unite all people under one flag and gradual advent in the world of situational morality, minimizing the rules for individual cases, societies, and groups. It is proved that social progress creates a new natural-legal reality through the comprehension of responsibility, the morality of human actions, the moral minimum of his behavior, the expansion of the range of issues that in his actions relate to man and the embodiment of these processes in the creation of new norms and institutions operating in a new naturally legal models of ontologizing existing existing natural-legal reality. An example of such an institution is the institution of the ombudsman. It has been determined that natural law provides for liability that lies on a person. In this context, the concept of responsibility characterizes the positive social attitude of the person to his actions. The «deterrent» effect of liability concerns not only arbitrary wrongful acts that infringe upon the rights of other members of society, it provides for the right to self-fulfillment of personality by way of. In the conditions of multiculturalism and globalization, the ratio of individual, group, collective and common rights is changing. If earlier in the conditions of confrontation between the political systems of socialism and capitalism there was a traditional distinction (including opposition) of the rights of individual and collective, then in modern theories the polarity of these classifications is mitigated (before the synthesis of a number of individual and collective rights) and is supplemented by new typologies of rights. In our opinion, every right, like generation (or group) of rights, is formed in the history of mankind in response to the challenges of time and of the era (revolutions or reforms, etc.). Yes, and in the modern world, the answer to the challenges of the twentieth century. theoretical and practical design of common rights, on the one hand, and the tendency towards some synthesis, the consent of individual, group, collective and common rights in the conditions of multiculturalism.
